06/11/2018

On June 7, Mr. Pham Van Canh, Vice Chairman of Long An People’s Committee, has approved toll charges plan for BOT 830 project (Ben Luc - Duc Hoa). After the project was checked and taken over, the Provincial People’s Committee has officially allowed BCG - Bang Duong Consortium to disclose information, finalize toll charges and start to collect tolls from June 2018.

Toll charges shall start from 25,000 - 165,000 VND/vehicle depending on their loads. Monthly pass will be started from 750,000 - 4,950,000 VND/vehicle, and quarterly pass will be started from 2,025,000 - 13,365,000 VND/vehicle. 20% discount shall be applied for businesses in An Thanh, Luong Hoa, Luong Binh, Tan Hoa, and Huu Thanh Villages if they purchased monthly and quarterly passes. Also,  vehicles of 30 seats and less of those who are living along this road and between 2 toll booths shall be exempt. After first 6 months of operation, the Company will conduct vehicle counting and measure traffic, toll charges will be recalculated  and adjusted for more reasonable. The tolls are expected to collect for 19 years.

According to Mr. Pham Van Cuong, Director of Bang Duong Construction Company, the project has a total investment of VND 1,079 billion, 80% capital used for project was financed by local banks with the interest amount of VND 80 billion.

Mr. Cuong shared that the financial plan has been set in 2015 which based on  Daily Traffic Volume Data provided by a local consulting firm. This firm conducted a traffic count to determine the volume of vehicles in this road which was around 4,500 - 4,700 vehicles per day. However "after 6 months of operation, we need to conduct traffic count again to see clearly actual numbers", said Mr. Cuong.

In addition, Mr. Cuong also stated that e-toll system shall be applied in late 2019 due to high operating costs. This system costs around VND 80 billion which need more time to prepare. As previously published by Tuoi Tre Online, Interstate 830 was approved and broken ground by the end of 2016 with a total length of 24 km with four lanes and total road width of 15 m.
